Sinovac Biotech Ltd. Announces First Sales of its Proprietary Combined Hepatitis A&B Vaccine, Bilive'TM'
MONDAY, JUNE 20, 2005 9:03 AM

BEIJING, CHINA, Jun 20, 2005 (CCNMatthews via COMTEX) -- Sinovac Biotech Ltd. ("Sinovac") ("the Company") (SVA) announced today that the first purchase order of Bilive™, Sinovac's state-of-the-art combined hepatitis A&B vaccine, was signed on June 16th 2005 with Hunan Province Center for Disease Control (CDC).

This purchase order represents a major step for the Company as its second and most scientifically advanced vaccine product begins sales in China. Sales were expected to begin in April 2005, however a new government vaccine distribution regulation system caused sales disruptions for manufacturers throughout China.

In order to improve the control and prevention of infectious diseases, and to protect human and public health the federal government decided major changes were required. To this end, the government announced a change to its "Regulations on Vaccine Distribution and Prophylactic Immunization" on March 24th 2005. This caused the provincial CDC's to modify their respective regulations for vaccine distribution, and the new regulations went into effect on June 1, 2005.

The new regulation simplifies the distribution channel and enables vaccine manufacturers to sell their vaccines directly to any CDC or hospital. Since Sinovac's products belong to private market, its executives believe the new regulation will benefit the Company.

Bilive™ is the first new product in China to begin sales since the new regulation went into effect, and it is the only combined hepatitis A&B vaccine supplied by a Chinese company. Sinovac's VP of Marketing and Sales, Mr. Changju Fu commented, "Sinovac's products are sold in the private market to individuals. Since people have more disposable income the demand for Sinovac's product keeps increasing. We expect to achieve rapid market penetration with Bilive™ in China. Moreover, we are projecting sales growth rates similar to past Healive™ sales."

Sinovac Adapts

In preparing for the policy change, Sinovac discovered it has many advantages over its competitors. Sinovac has quickly geared up to meet the larger distribution operations requirements by increasing its existing successful marketing and sales structure.

A good example of this is the March 2005 medical training and marketing conference, which brought top medical professionals and hepatitis specialists from across China, and about 130 doctors from China's Provincial and District CDCs to the beautiful Huang Mountain resort in Anhui Province, China.

These professionals, who recommend vaccines to their clients, agreed that the Chinese vaccine industry would begin promoting the use of inactivated vaccines such as Sinovac's Bilive™.

Sinovac believes, under the new regulation, its sales personnel will be even more effective; due to their previous efforts of building relationship with lower level CDCs and hospitals.

Healive™ Sales (Jan - May)

The regulation change did adversely affect Healive™ vaccine sales in second quarter. Many vaccine buyers delayed purchase decisions until the full extent of regulatory changes went into effect.

Unaudited sales revenue from Jan to May 2005 is RmB 16,513,693 (USD$2,064,212) and sales revenue of the same corresponding period in 2004 is RmB 14,589,915 (USD$1,823,739); a growth rate of 13.19%.

Sinovac's marketing department examined this response and Mr. Fu predicted, "It is difficult to know exactly how our buyers will react during this transformation period, however demand is still growing and we continue to adapt to meet new challenges. I estimate that 2005 revenues of Healive™ will grow at a respectable rate of at least 20% compared to last year."

Sinovac Biotech Ltd. Receives Flu Vaccine Production License from Chinese FDA
WEDNESDAY, JULY 27, 2005 7:03 AM

BEIJING, CHINA, Jul 27, 2005 (CCNMatthews via COMTEX) -- Sinovac Biotech Ltd. ("Sinovac") ("the Company") (SVA) announced today that the State Food and Drug Administration (SFDA) issued a production license for Sinovac's proprietary influenza flu vaccine, Anflu™.

The SFDA issued a new drug certificate for Anflu™ in March 2005, which provided Sinovac proprietary privileges for the vaccine. The production license was received July 27th (Beijing time), and authorizes Sinovac to begin vaccine production.

Sinovac has already installed and tested all the latest production equipment into the facility and is ready to complete the final step in the application process for Good Manufacturing Practices (GMP) certification. Once approved, Sinovac will have three GMP certified state-of-the-art vaccine products selling in China. Sinovac's other two products include Healive™, which immunizes against hepatitis A, and Bilive™, which immunizes against hepatitis A and hepatitis B.

The Company's new flu production line is situated at a new manufacturing facility next to its existing Beijing headquarters. The 2,600 square-meter facility has a production capacity of 2 million flu vaccine doses per year. This production line can also be used to produce a pandemic influenza (avian flu) vaccine for humans against the H5N1 virus.

Sinovac President and CEO, Mr. Weidong Yin remarked, "this important development demonstrates Sinovac's continued strengths and progress in all fundamental areas. We made a complimentary corporate development plan for developing and commercializing vaccines to combat conventional and emerging viruses. Receiving our third production license is one of the important developments for the company's conventional-side of our plan. Now we are gaining momentum with each success. I am truly excited to show the world all of our tremendous vaccine and business achievements."

Sinovac Financials

As with other countries, the Chinese government has demonstrated its commitment to defeating the anticipated avian flu pandemic. Most recently they did this by granting funds to Sinovac for avian flu vaccine research and development. The amount of funds is not specified; rather they will be provided in stages to cover the entire research and development process. This is the first time a grant has been awarded to cover expenses from the earliest stages of an R&D project.

According to the agreement between the Chinese Center for Disease Control and Sinovac in December 2004, Sinovac is responsible for avian flu vaccine research, development, application and production. Under the terms of the agreement, the new drug certificate, production license, and patents will all be applied for by Sinovac and as a result the commercial rights will be entirely owned by Sinovac.

In addition, Sinovac received a USD 4.94 million dollar credit line from China Construction Bank. The loan has a maturity of three years, with a 5.31% interest rate. This represents a preferred low interest rate as commercial loan interest rates are typically 6.3 - 6.9%. Sinovac will use it as a support for the daily operation and to increase productivity

Low cost spearheads China drive into biotech
Mon Oct 3, 2005 11:06 AM ET
By Ben Hirschler, European Pharmaceuticals Correspondent
LONDON, Oct 3 (Reuters) - China aims to become a leading player in the fast-growing biotechnology sector by capitalising on research costs that are one fifth those of Europe or the United States, a top official said on Monday.

In the past, the country's drug industry has largely consisted of manufacturing cheap generics and producing traditional Chinese medicine.

Now the government is making biotechnology a priority, Professor Wang Hongguang, director general of the China National Center for Biotechnology Development, told a pharmaceutical conference in London.

The change is reflected in some startling figures. China already boasts more than 20 biotech parks dotted around the country and 500 biotech enterprises, he said.

Some 300 of these companies are focused on medicine, with the balance mainly targeting agriculture.

The Chinese government and local governments have both been active in supporting the sector, with total state funding last year reaching the equivalent of 270 million euros ($325 million).

The aim is to nurture home-grown enterprises and encourage inward investment from foreign companies.

It appears to be bearing fruit, with China currently having more than 150 experimental drugs in clinical trials and a handful of Chinese-developed biotech products already reaching the local market, including the world's first licensed gene therapy treatment.

PATENT CONCERNS

Western drug makers remain concerned at the country's reputation for weak patent protection, as highlighted by a decision of the State Intellectual Property Office in 2004 to overturn Pfizer Inc.'s (PFE.N: Quote, Profile, Research) Chinese patent on Viagra.

Overall, however, industry executives said enforcement of patents appeared to be improving, following China's accession to the World Trade Organisation.

Regulation of drug quality has also been tightened, with the establishment in 2003 of the State Food and Drug Administration, modelled on the U.S. FDA.

Wang predicted a coming boom for Chinese biotech, driven by low costs and the scale of the Chinese market.

"The cost of biomedical research in China is only about 20 percent of the cost in Western countries," he told the conference, which was organised by the Financial Times.

Those cost advantages range from cheaper lab work -- with Chinese salaries just 10 percent of those in the West -- to lower costs for pre-clinical tests on animals and clinical tests on humans.

As a result, Wang said, the basic cost of developing a drug in China could be as little as 5 million euros -- a fraction of the $800 million or more that multinational drug firms say it costs them to bring products to market in the West.

So far, there are only a handful of successful Chinese biotech companies, such as vaccine specialist Sinovac Biotech (SVA.A: Quote, Profile, Research) and SiBiono Gene Technology.

But the emergence of a pipeline of new drugs suggests more could follow, increasing the incentive for Western companies to tap into the country's science base.

Several major drug companies already have a research presence in the country, including Switzerland's Roche Holding AG (ROG.VX: Quote, Profile, Research) and Novo Nordisk (NOVOb.CO: Quote, Profile, Research) , both of which have a strong focus in biotech.

Egypt quarantines 13,000 turkey chicks on suspicion of bird flu

CAIRO, Oct. 5 (Xinhuanet) -- Egypt has quarantined some 13,000turkey chicks from Germany because of a suspected outbreak of bird flu, the official MENA news agency reported Wednesday.

The turkey chicks entered Egypt early this month and samples from them have been sent to Egypt's Animal Health Research Institute.

The chicks are now being put under strict observation pending a final report that is to be issued within hours, said MENA.

Avian influenza, an infectious disease of birds, is caused by type A strains of the influenza virus and was first identified in Italy more than 100 years ago.

It occurs worldwide since all birds are thought to be susceptible to infection with avian influenza, though some species are more resistant to infection than others

Bird flu pandemic is a clear, if not present, danger

By Denise Grady
The New York Times

But scientists say that although the threat from the avian virus is real, it is probably not immediate.
"I would not say it's imminent or inevitable," said Dr. Jeffery Taubenberger, chief of the molecular pathology department at the Armed Forces Institute of Pathology. "I think in the future there will be a pandemic

What worries scientists about the current strain of bird flu, known as H5N1, is that it has shown ominous traits. Though it does not often infect humans, it can, and when it does, it seems to be uncommonly lethal. It has killed 60 of the 116 people known to have been infected.

there is a crucial difference: The 1918 flu was highly contagious, while today's bird flu has so far shown little ability to spread from person to person.

Scientist says U.S. flu drug stockpiles inadequate

09 Oct 2005 00:09:39 GMT
Source: Reuters

SAN FRANCISCO, Oct 8 (Reuters) - U.S. stockpiles of drugs that could help in the fight against a feared human influenza pandemic are woefully inadequate, a viral disease specialist warned at a medical conference on Saturday.

"We still have a long way to go" to build up supplies of drugs that would reduce or prevent flu-related deaths and symptoms, Dr. Frederick Hayden said at the annual meeting in San Francisco of the Infectious Diseases Society of America. "I hope the virus will give us that time."

.....

Several companies are working on an H5N1 vaccine, and the furthest along is France's Sanofi-Aventis <SASY.PA>. U.S.-based Chiron Corp. <CHIR.O> aims to test its H5N1 vaccine later this year and Britain's GlaxoSmithKline Plc <GSK.L> plans large-scale clinical trials in 2006. The ordinary flu vaccine does not protect against avian flu.

Myanmar -- the world's bird flu black hole?

09 Oct 2005 00:32:51 GMT
Source: Reuters

BANGKOK, Oct 9 (Reuters) - With big chunks of its territory in rebel hands and a military government shrouded in riddles, mystery and enigma, Myanmar presents the global fight against bird flu with a unique set of problems.

Officially, the H5N1 avian influenza strain that has killed millions of birds and scores of people across Asia since late 2003 has not landed in the former Burma, even though neighbouring China, Thailand and Laos have all had outbreaks.

However, given the dearth of reliable information that comes out of Yangon, as well as the junta's dubious track record with the truth, many international observers are worried about a cover-up of potentially global significance.

The fear is that the virus will infect birds in Myanmar then -- either through a cover-up or a lack of monitoring in remote or rebel-run areas -- will remain undetected for long enough to mutate, "go human" and unleash a killer flu pandemic on the world.

"Would they admit to it if it was here? That's the big question, since they deny everything left, right and centre," said one Yangon-based diplomat.

Another person infected with bird flu in Indonesia

Another man has been confirmed by the World Health Organization's (WHO) laboratory test in Hong Kong as infected with bird flu, while his nephew, a four-year-old boy was also tested positive by local laboratory as having the virus, an official said here on Monday.

Director General of Disease Control and Environmental Health of the Indonesian Health Ministry I Nyoman Kandun told Xinhua that the case brought the total persons confirmed by the organization of having the H5N1 virus to five in Indonesia. The first four have died in tandem.

The man with initial of H of 21 years old from Lampung Province had been treated in Abdoel Moeluk Hospital in the province. Later, the health officials sent his blood sample to the WHO laboratory in Hong Kong, said Kandun.

"H was confirmed as positive by Hong Kong laboratory test," he said.

"Now, we are waiting for the result of the boy's blood sample from Hong Kong. Normally, if local test said positive, Hong Kong laboratory will say the same. If it is positive, it will add to the list of persons confirmed by the WHO," the director said.

Kandun said that so far over 98 bird flu cases with bird flu symptoms had been found across the country.

Indonesia's health minister has said the country could face a bird flu epidemic if the number of suspected cases of the virus continued to mount.

The highly pathogenic H5N1 strain, which has killed 64 people in four Asian countries since late 2003, has also been found in birds in Russia and Europe

employing 80,000 people, and with a 4 bln euro turnover, which
is capable of easily meeting national requirements, ensuring
